Who Can Benefit from this Service?

  • Following the enactment of Law 145/2018, Italy set-about attracting retirees from other countries by applying a new, lower flat tax on pension and other foreign incomes to those who relocate their tax residence to Italy.
  • A flat rate of 7% is applied on such incomes for a period of 5 years.
  • The special tax rate is restricted to those who take-up residency in towns with less than 20,000 inhabitants in the regions of Abruzzo, Basilicata, Calabria, Campania, Molise, Puglia, Sardinia and Sicily.
  • This elective residency visa in Italy is NOT suitable for those planning to work here.

Requirements

The elective residency visa offer is open to any individuals from countries that have signed a Tax Information Exchange Agreements (TIES), Double Taxation Agreements (DTA) and Foreign Account Tax Compliance Agreements (FATCA) with Italy - this includes most countries. 

  • Non-resident: The applicant may not have been tax resident in Italy in any of the previous 5 years. 
  • Financial Requirements: An applicant must show a minimum annual income of €31,000 for a single person, with an additional 20% for a spouse and 5% for each child. This income should ideally come from stable, passive sources such as pensions, property rentals, investments, or savings.
  • Housing: Proof of suitable accommodation in Italy, either through ownership or a rental agreement.
  • Health Insurance: A comprehensive international health insurance coverage of at least €30,000 per year is mandatory.
  • Documentation: Necessary documents include a filled application form, a valid passport with extra validity beyond the visa expiry, civil status documents, birth certificate and a no criminal record certificate, among others​​​​​​.
